82 In particular, the successful presentation of classical music to the whole spectrum of servicemen (and -women) in the context of USO tours became a badge of honor for musicians engaged in the more official duty of war entertainment. Although the USO was a civilian agency, its activities were inextricably intertwined with the American military. Chartered in February 1941, it replaced the diverse and often competing efforts of six agencies (including the YMCA and the National Jewish Welfare Board) that performed morale-boosting work for the armed forces after the reinstatement of the draft in 1940.
